TRASH OR TREASURE?: Putting Coal Combustion Waste to Work

The Springdale Pit, a former surface mine in Tamaqua, Pennsylvania, is used to store coal combustion waste produced by power plants in Pennsylvania, New Jersey, and New York. When states rule that minefilling is a " beneficial use " of CCW, it is exempt from environmental safeguards that would be applied to disposal sites.
